Job summary

What is the Opportunity?

As the Local Risk Officer (LRO) of the branch in Singapore, you will have the following responsibilities:

  • As part of the creation of CACEIS Bank Singapore Branch ("the Branch"): support the delivery of core pillars of the risk framework in all its components, including credit and counterparty risk and operational risk.
  • As part of the Branch's ongoing activities: manage the credit and counterparty risks, operational risks in conformity with the Group guidelines and procedures.
  • Represent the company externally, in particular ensure relationships with the Regulator, Market Authority of Singapore (MAS) and notably, deliver the regulatory risk reports which are not centrally produced by the Group Risk functions, answer to prudential audits, inspections, etc.
  • Human resources and activity management  

What will you do?

The LRO will report hierarchically to the Regional Chief Risk Officer (RCRO) and functionally to the Country Managing Director of the Branch.

The LRO will benefit from the support of the RCRO as well as the Group functions in credit and market risks (MCR), Operational Risks (ORR), Data Management/Pillar I Reporting and in Enterprise Risk Management (ERM).

Set up of the risk framework of the Branch
This will include:

  • The deployment of the Group MCR and ORR procedures locally applicable and their adaptation if needed
  • The creation of committees which are part of the Branch’s governance and where Risk has a central role: Risk and Compliance Committee (RCC); Supervisory Committee; Provision Committee, etc.
  • Making sure the IT applications which are needed to run and manage all risks are up and running: risk reports production, ORR tools (Matrisk, PCAT)
  • The risk culture training for the staff of the Branch

Credit and counterparty risks
The LRO will be in charge of:

  • Writing the credit files destined to local and/or group RCC for the clients of the Branch requesting limits
  • Implementing the RCC decisions in the systems (input of limits) and following up credit conditions
  • Performing controls: payment authorization, excess of limits, unauthorized exposures
  • Reporting: default, Early Warning Indicators, risk reviews to local and/or group committees, etc.

Operational risks
The LRO will be in charge of:

  • Risk mapping and control plan of the Branch in association with the Business Lines
  • Performing the controls which fall under risk responsibility
  • Incident management: detection, follow up, closing, accounting
  • Creation of action plans, follow up and reporting. Activation of alert procedure
  • Outsourcing: formalization of outsourcing registry, setting up the outsourcing framework of the Branch

Representative roles in the local market
The LRO will be in charge of:

  • Representing the risk function towards the local banking authorities
  • Delivering the requested regulatory risk reports to the MAS
    Contributing to the other reports where there is a risk component

At inception of the Branch, the LRO will not have a team to manage. However, the LRO will have to show related skills in order to:

  • Coordinate multiple stakeholders in complex contexts and constraints (multicultural, multi-country, multidisciplinary team or team of experts, etc.)

Candidate criteria

Minimal education level

Bachelor Degree / BSc Degree or equivalent

Academic qualification / Speciality

University degree and/or appropriate designations as risk professional, professional designation in other appropriate areas.

Level of minimal experience

6-10 years

Experience

  • A seasoned officer in the risk domains, with preference in the asset servicing industry
  • An officer with a broad knowledge of banking in all its components, in particular legal, regulatory, compliance and finance domains
  • Accountability, demonstrate initiative, autonomy, flexibility combined with hands-on approach
  • At ease in matrixial, multi-geographical organizations, team player, partnership mentality
  • Aptitude for accuracy, analytical skills, attention to details as well ability for sound, clear, synthetic and concise opinions / judgement both in oral and written forms
  • Excellent proficiency in English
  • Strong interpersonal and communication skills
  • Time management and organizational skills / ability to meet deadlines and work under pressure

Technical skills required

  • Knowledge of MS Office
  • Advanced user of Excel
  • Knowledge of VBA and SAS are advantages for the position

Languages

English is mandatory, French is an asset.
