As the HR Manager, People Development & Culture, reporting to the Head of HR, you will be a key member of the Learning & Development team, responsible for shaping and delivering impactful digital learning experiences and development pathways that align with business needs and workforce strategies. You will lead the design, deployment, and continuous improvement of learning curricula and blended learning solutions that are targeted, scalable, and closely connected to the organisation’s vision, values, and capabilities, fostering a culture of continuous development and high performance. While your primary focus will be on e-learning and broader learning and development initiatives, you will also manage scholarship, graduate, and internship programmes and support campus partnerships and employer branding.

 

Working hours: 9am to 6pm MYT

What will you do?

  • Manage multiple learning projects simultaneously through all phases of learning design—analysis, development, implementation, and evaluation. Utilize best-in-class methodologies and tools to create effective learning solutions across various delivery channels.
  • Develop and facilitate professional skills, business readiness, and early leadership development programmes. Apply adult learning principles and best practices in training design and facilitation, including virtual and instructor-led delivery.
  • Collaborate with business leaders, subject matter experts, and HR partners to translate business priorities into effective learning solutions and maintain an up-to-date digital learning portfolio.
  • Lead the design, planning, and delivery of structured graduate, scholarship, and internship programmes aligned with business and workforce needs. Ensure high-quality learning experiences that enhance capability, engagement, and performance through effective training modules and learning interventions.

  • Build and maintain strategic partnerships with universities, colleges, and career centres. Represent the organisation at campus talks, career fairs, case challenges, and industry collaborations to strengthen employer brand visibility among early-career talent.
  • Oversee attraction, selection, assessment, onboarding, and conversion processes for graduates and interns via campus placement, ensuring a seamless and positive candidate and participant experience throughout the programme lifecycle. Track and report on performance, engagement, retention, and conversion outcomes.
  • Manage the learning budget to ensure optimal allocation of resources and cost-effective delivery of learning initiatives.
  • Drive continuous improvement by providing coaching, mentoring, and feedback to peers and stakeholders. Participate in ongoing learning community activities to keep content relevant and aligned with organisational needs.

Candidate criteria

Minimal education level

Bachelor Degree / BSc Degree or equivalent

Academic qualification / Speciality

  • 5+ years of professional experience in developing and implementing formal and informal learning strategies and projects within a large, complex corporate environment, preferably with global scope. 
  • Proven expertise in learning design and development at curriculum, course, and module levels across multiple delivery channels (instructor-led, virtual, online). 
  • Strong facilitation skills and professionalism in adult learning principles and training delivery. 

Level of minimal experience

6-10 years

Experience

  • Excellent verbal and written communication skills with the ability to articulate complex initiatives clearly and concisely. 
  • Strong relationship management skills, able to work effectively with internal teams, business leaders, subject matter experts, and external partners.  
  • Experience managing end-to-end early talent programmes including attraction, onboarding, and development. 
  • Proficiency in MS Office Suite and familiarity with virtual delivery software. 
  • Undergraduate or graduate degree; HR certification preferred. 
  • High degree of organisational awareness and execution excellence, with a focus on delivering personal and team performance.

 

Nice to Have:

  • Knowledge or experience with e-learning development tools.
  • Expertise in campus management and employer branding activities. 
  • Experience in mentoring, coaching, and facilitating leadership development programmes. 
  • Familiarity with learning measurement and evaluation methodologies.
